Escapees Advocacy News 02/16/2016

Dear Escapees Members,

Escapees have been notified that the South Dakota Senate Bill #164 entitled, “An Act to revise certain residency requirements for voter registration” is scheduled to be heard in the State Senate Affairs Committee on Wednesday, February 17, 2016, at 10:00 a.m.  Escapees have sent a letter outlining its opposition to this bill to Senator Gary Cammack, chairman of the committee. Those wishing to address this issue may do so by emailing Senator Cammack at: http://legis.sd.gov/Contact/LegislatorEmail.aspx?MemberID=838&Session=2016

(Update) Escapees Advocacy News 02/15/2016

Update 03/09/2016 

Dear Escapees Members,

In an effort to keep you informed, here is another update on the proposed HUD rule entitled “Manufactured Home Procedural and Enforcement Regulations; Revision of Exemption for Recreational Vehicle.” We firmly believe that HUD should not regulate the building or usage of recreational vehicles. In addition, the RV manufacturing industry believes that HUD should not be involved in the regulation of RVs. Therefore, we posted a letter to HUD’s Website advocating for RV owners’ rights. If you would like to read our letter to HUD, please view it here.

As this proposed rule progresses through the Washington Forum, we will keep you informed of any changes.

Dear Escapees Members,

Escapees would like to thank all of the members that contacted the legislators in South Dakota. This combined effort had a substantial impact on the outcome. Escapees will continue to advocate for your RV rights.

South Dakota Senate Bill #164, entitled, “An Act to revise certain residency requirements for voter registration,” has been tabled by the State Senate Affairs Committee. During the Committee meeting, Senator Tieszen stated, “I believe there is a legal solution to this.” He continued, “I believe it’s legal and constitutional to put reasonable residency requirements on voting in South Dakota.” He is looking for a solution that “does, in fact, disenfranchise those folks that have no connection to South Dakota other than the fact that they rent a P.O. box here for financial gain.” He continued by stating, “I’m going to continue to try to work for that solution.” Tieszen stated, “Senate Bill 164, I’ve concluded, is not the solution.” He concluded by asking that Senate Bill 164 be tabled. After the vote was taken, Senate Bill 164 was tabled by an 8 to 1 vote.

Dear Members,

Last year you were alerted to a House bill that would have increased the fees collected for most of the public land controlled by the Forest Service and the Bureau of Land Management. Fortunately, this bill was not acted upon.

Information has now been received of a draft bill, the "Federal Lands Recreation Enhancement Modernization Act of 2015", to privatize even more publicly owned land by the increased use of concessionaires or selling the land to private ownership. A hearing was held earlier and now the hearing record is open for public written testimony until November 6, 2015. The proposed bill will increase day use and permit fees.

Blue Cross Blue Shield TX to Discontinue PPO Plans in 2016

In a surprise announcement last week we learned that Blue Cross Blue Shield of Texas will stop offering individual PPO health insurance plans in 2016. They cited a $400M loss on their PPO book of business as the driving reason behind this move.

The big question everyone is asking us now is, “What can we replace our BCBS of TX PPO plan with in 2016?” The answer will not be available until sometime in October when details of 2016 plan offerings are to be released to the public. We hope there will be alternative PPO options in Texas for 2016, but unfortunately the national health insurance trend is towards more HMO/EPO style plans and away from PPO as insurers look for ways to remain profitable while still working within the parameters of the Affordable Care Act. We remain somewhat hopeful that there will be a PPO offering in Texas for 2016.

Check back with us in October and we will be able to provide more specific details on alternatives for 2016. Rest assured if we hear something before then we will get it out ASAP!

Texas:Earlier this year, several bills were introduced in the Texas House of Representatives dealing with vehicle registration fees and a fuel tax increase. These bills were HB 399 to increase the fuel tax and HB 401 to increase vehicle registration fees. Both of these bills were referred to the Transportation Committee for consideration.

Escapees RV Club alerted the members in March of this year and requested that you contact your respective representatives and members of the Transportation Committee about the impact of the bills and request that the bills be rejected. I personally met with Representative White about the impact of the bills, and met with the office staff of several members of the Transportation Committee explaining the position of Escapees RV Club and its members. The 84th Texas Legislature ended their work on June 1, 2015. These two bills did not make it out of the Transportation Committee, and the bills never came up for a hearing. As of this writing, the two bills are dead. The next Texas Legislature will meet in January 2017, with proposed bills starting to be filed in November 2016. I will again study the proposed bills and will alert you to any potential problems. I would like to thank everyone who took the time to contact their representatives and the Transportation Committee members. Through our combined efforts we were able to alert the Legislature on how these bills would impact the RVing community. Jim Koca Advocacy Director

Urgent Update

Texas:Several bills have been introduced in the Texas House of Representatives and are moving forward in the Texas Legislature. HB 401, authored by Representative Patricia Harless, calls for all vehicle registration fees to sharply increase.
